UP education department announces daily Rs 10,000 fine for unregistered madrasas in Muzaffarnagar

The Basic Education Department of Uttar Pradesh has issued a notice, stipulating that any unregistered madrasas operating in the district will be subject to a daily penalty of Rs 10,000. This directive was promulgated by an official from the Basic Education Department in response to over a dozen unregistered madrasas, instructing them to furnish the necessary documentation, according to an official statement.

In Uttar Pradesh, there are approximately 24,000 madrasas, with 16,000 being officially recognised and 8,000 lacking recognition. Those madrasas that have received notices are obliged to submit their relevant documents within three days of receiving the order or face legal consequences, the statement mentioned.

Maulana Zakir Husain, secretary, Uttar Pradesh branch, Jamiat Ulema-e-Hind, asserted that these actions were unwarranted and that madrasas were being unfairly targeted. He emphasised that madrasas provided free education to students and would struggle to meet the daily fine of Rs 10,000. Meanwhile, in Lucknow, a senior official disclosed that approximately 4,000 madrasas in the state were being scrutinised for receiving foreign funding, as per the statement.

The state government had formed a special investigation team (SIT) comprising three members to look into the 4,000 madrasas, most of which were located along the Indo-Nepal border and were suspected of receiving foreign funds. The SIT’s task was to investigate whether these funds had been used for illegal activities, such as terrorism or coercive religious conversions, it added.
